Question

What does the delivery state NEGLCTD mean?

Answer

In most cases, the cost of messaging is incurred once an SMS has left our queue and entered the queue of the mobile operator. Therefore, in an attempt to save our customers from wasting credits on messages that we know (on a technical level) will fail, we put every MSISDN (i.e. recipient number) through a validation process which involves:

  • The removal of non-numeric characters - with the + sign being the most common.
  • The removal of leading 0's - normally required in other circumstances.
  • Length validation - to ensure that the MSISDN is 8 - 21 digits long.
  • Country validation - to ensure that the leading digits are a valid dialling code.
  • Default country code (optional) - to ensure that the MSISDN includes a pre-specified country code.

Any MSISDN which fails this validation process is neglected (i.e. NEGLCTD), which means we did not submit the message for delivery nor did we charge for the message.

Hovering over the NEGLCTD delivery state on the Delivery Reports page or the Broadcast Analysis extension reveals the exact reason for why an individual message was neglected.
